Overview:

The Prime Minister’s Office, through the Board of Investment (BOI), is seeking experienced and qualified professionals to serve as individual consultants under the World Bank-funded Digital Economy Enhancement Project (DEEP). This initiative aims to enhance Pakistan’s digital regulatory infrastructure and streamline investment procedures through the development of the Pakistan Business Portal (PBP) and One Stop Shop (OSS) platforms.

Available Positions:

  1. Digital Transformation Specialist
    • Qualification: Master’s degree in IT, Computer Science, Business Administration, or related field from an HEC-recognized institution.
    • Experience: Minimum 20 years in IT with background in designing, managing, and implementing digital government platforms, cloud infrastructure, and enterprise-level applications.
  2. Senior Regulatory Reform Specialist
    • Qualification: Master’s in Public Policy, Public Administration, Economics, or related fields.
    • Experience: 15+ years in public sector regulatory reform, including BPR (Business Process Reengineering), digital governance, and policy analysis.
  3. Information Technology (IT) Expert
    • Qualification: Master’s in Computer Science, IT, or Software Engineering.
    • Experience: Demonstrated experience in developing enterprise-level platforms, cloud-based services, and digital transformation initiatives.
  4. Regulatory Reform Expert
    • Qualification: Master’s in Public Policy, Business Administration, Law, or Economics.
    • Experience: 10+ years in regulatory frameworks, government process simplification, and evaluation of public sector reforms.

Eligibility Criteria:

  • Only individuals with a Master’s degree (16 years education) from HEC-recognized institutions are eligible. Foreign degrees require HEC equivalence within two months of selection.
  • Relevant experience as stated above.
  • Strong communication and interpersonal skills.

Selection Process & Terms:

  • Consultants will be selected based on World Bank Procurement Regulations through Open Competitive Selection of Individual Consultants.
  • Positions are purely contractual, with market-competitive compensation.
  • BOI reserves the right to modify the number of consultants or cancel the process without notice.
