Overview:

Pakistan Mineral Development Corporation (PMDC) is a government-owned entity engaged in the exploration and development of mineral resources across Pakistan. PMDC places a high value on employee engagement as a key factor in achieving its strategic goals, improving performance, and building a positive organizational culture.

To understand current engagement levels and uncover key drivers influencing employee motivation, satisfaction, and retention, PMDC seeks to engage a consulting firm to conduct an Employee Engagement Survey. This initiative will guide evidence-based interventions and strategic decision-making.

Eligibility Criteria:

Prospective consulting firms must meet the following minimum requirements to be considered:

1. Relevant Experience:

  • A minimum of 5 years’ experience in designing and implementing employee engagement surveys for large organizations (250+ employees).
  • Completion of at least ten projects with large industrial firms.
  • Preferably, at least two projects conducted for public sector organizations or State-Owned Enterprises (SOEs).

2. Team Qualifications:

  • Team members should have demonstrated expertise in organizational psychology, HR analytics, or related fields.
  • Minimum three managerial-level or above employees with relevant HR/management experience of more than 5 years.
  • Provide comprehensive CVs of the proposed team.

3. Registration with Tax Authorities:

  • Firms must hold valid business registration and tax compliance certificates.

Submission Process:

Interested parties must:

  • Submit their complete EOI documents electronically through the EPADS system (https://epads.ppra.org.pk) by August 15, 2025, at 11:00 AM.
  • EOI documents will be opened on the same date at 11:30 AM via EPADS.

Shortlisted firms will be invited to submit detailed technical and financial proposals as per PPRA Consultancy Service Regulations.
