Karachi Water & Sewerage Corporation (KW&SC), under the Government of Sindh’s Project Implementation Unit (PIU), invites applications from qualified consulting firms for the role of Revenue Improvement and Operational Development (REOD) Consultant. This opportunity is part of the World Bank-funded KWSSIP initiative aimed at enhancing water and sewerage services in Karachi.

REOD Consultant – Revenue Improvement and Operational Development

Job Description:

The selected consulting firm will assist KW&SC in improving its revenue generation, operational efficiency, and customer service delivery. The scope includes:

  • Developing and implementing revenue enhancement strategies
  • Improving billing and collection systems
  • Enhancing customer service mechanisms
  • Supporting operational reforms and capacity building
  • Advising on institutional development and performance monitoring

Eligibility Criteria:

  • Must be a legally registered consulting firm with proven experience in utility reform, revenue enhancement, and institutional development.
  • Minimum of 10 years of relevant experience in water supply and sanitation projects.
  • Demonstrated experience in World Bank or similar donor-funded projects.
  • Strong team of professionals with expertise in finance, operations, IT, and customer service.

Requirements:

  • Expression of Interest (EOI) including firm profile, relevant experience, and team qualifications.
  • Valid registration documents and tax compliance certificates.
  • Evidence of past performance in similar assignments.
  • Availability of key personnel for the proposed duration.
