About the Role:

The Institute of Chartered Accountants of Pakistan (ICAP) is inviting applications for the position of Deputy Director – Procurement and Administration. This role is based in Karachi and reports directly to the Chief Financial Officer (CFO). The selected candidate will be responsible for leading and overseeing the procurement and administration functions at ICAP, ensuring efficiency, cost-effectiveness, and compliance with internal policies and strategic goals.

Key Responsibilities:

  • Develop and implement a centralized procurement strategy to enhance efficiency and achieve cost savings.
  • Build and manage strong vendor relationships in compliance with ICAP policies.
  • Lead negotiations and oversee contract management processes.
  • Ensure governance and regulatory compliance in all procurement activities.
  • Optimize costs and explore local sourcing opportunities.
  • Prepare procurement performance reports and uphold ethical standards.
  • Oversee ICAP’s real estate and property matters, including leasing, acquisition, maintenance, and disposal.
  • Supervise administrative functions to ensure smooth operations across departments.

Required Education, Experience, and Skills:

  • Academic Qualifications:
    • Civil or Mechanical Engineering degree.
    • Additional Bachelor’s or Master’s degree in Supply Chain Management from an HEC-recognized university/institute.
  • Experience:
    • 10 to 15 years of proven experience in procurement, supply chain management, or turnkey project management.
    • Experience in project management and administration is highly desirable.
  • Skills and Competencies:
    • Proficiency in SAP (preferably SAP MM and FIN modules) and MS Office.
    • Strong abilities in procurement tracking, reporting, and financial integration.
    • Excellent negotiation, strategic planning, and leadership skills.
    • Strong financial acumen, analytical thinking, and risk management skills to support decision-making and cost-efficiency.
