Opportunity Overview
Punjab Higher Education Commission (PHEC) invites applications from dynamic and qualified individuals to join its Consultant Pool. Selected consultants will contribute to the successful execution of PHEC’s Strategic Plan 2025–2029, which emphasizes quality, inclusivity, innovation, and global competitiveness.
PHEC plans to hire individual consultants for a short-term engagement of 180 days.
Consultancy Scope and Areas
Consultants will be engaged in the following key areas:
- Academic policies and short-term curriculum reforms
- Development of Monitoring & Evaluation (M&E) policies
- Implementation of ERP/CMS and LMS in Higher Education Institutions (HEIs)
- Research excellence
- Finance and budgeting in HEIs
- Information Technology
- Quality Assurance systems
- Academic and administrative reforms
- Review and alignment of institutional statutes and acts
Eligibility and Selection
- The selection will be carried out according to Rule 46 of Punjab Procurement Rules 2014 (PPRA).

Emoluments
A lump sum of up to PKR 2,000,000, inclusive of all taxes, will be offered for the entire consultancy period.
